Elsie Scott Dunn serves as Chief Executive Officer / Managing Consultant for the Willie Whitehead Foundation. She has full administrative and operational control over facility setup, staff hiring, staff training, state licensing compliance, and policy implementation.

Elsie Scott Dunn is a native of Uptown New Orleans, Louisiana, whose life journey is a testimony of God’s grace, purpose, and restoration. Once a teenage mother herself, Elsie understands firsthand the challenges that young people can face when life does not go as planned. Jeremiah 29:11

A Certified Youth Behavioral Advisor with deep experience serving at-risk youth, Elsie Scott Dunn is certified in Mindset Safety Management and trauma-informed counseling and holds CSEC (Commercial Sexual Exploitation of Children) certification from the University of Georgia School of Social Work, an Office for Victims of Crime (OVC) certificate, and Strengthening Families Program (SFP) certified coach and trainer. As Founder & Director of Edify Teens Ministries and a former State-Funded Facility Administrator for the Georgia Department of Human Services, she has operated a state-licensed residential program, managed care plans and intake assessments, led discharge planning, and coordinated with state caseworkers and mental health providers. She also brings facility operations and project-management experience from over two decades leading a construction and facilities services company and serves as a Sexual Assault Advocate and member of Georgia’s Statewide Human Trafficking Task Force.
